City of Winter Park begins parking expansion at Library and Events Center

The City of Winter Park has started a 12-week project to add 51 parking spaces at the Winter Park Library and Events Center in response to ongoing complaints about limited parking. Construction began on February 16 and is expected to run through mid-May.

Work is split into two phases. The first installs 18 new on-street spaces along Harper Street, with a projected completion date of March 10, weather permitting. The second phase adds 33 spaces in the main lot, with crews targeting May 18 to finish that work. City officials say the additions are intended to improve access for library visitors and event attendees.

Residents and leaders have complained about parking shortages at the library and event center since the facility opened in late 2021. Popular programs and large events often draw crowds that exceed available parking, especially when scheduling overlaps with peak activity nearby (we’re looking at you, Trader Joe’s). At public meetings in 2024, city officials described a shortfall of as many as 200 spaces during peak hours, even after earlier expansions and arrangements with nearby lots.

Before this current expansion, city commissioners in 2024 weighed multiple approaches to the parking problem. Options ranged from adding a modest number of spaces near the buildings to constructing a larger garage with more than 200 spots at a much higher cost.
