Kissimmee commission to weigh Toho Square redevelopment deal with SkyView

Kissimmee city commissioners will consider a master development agreement for the redevelopment of the Toho Square property at their Tuesday, October 6, meeting, according to the published agenda.

Toho Square is in downtown Kissimmee at 92 Pleasant Street [GMap] and currently includes a 400-space parking garage that the new development would wrap, according to Positively Osceola. Vice Mayor Angela Eady said at the time that the commission wanted fee-simple residential and retail at the site.

Specifically, commissioners are being asked to approve the master development agreement and to authorize the city manager to sign property use license agreements, temporary construction and access easements, and “any other documents necessary to allow the Developer access to the property prior to conveyance.” The phrase suggests the property would eventually be transferred to the developer.

In July 2025, commissioners voted unanimously to select SkyView for Toho Square, according to Growthspotter (Paywall). The proposal called for a 128-room Sonesta MOD boutique hotel with a rooftop bar, a wedding venue, and 8,000 SF of meeting and event space, plus 20 condominium units marketed as “attainably priced” homes for first-time buyers. The total budget was about $30 million at the time.

SkyView also asked the city for roughly $3 million in incentives. That included pioneer grants, impact fee waivers, a 50 percent tax abatement for the first year, and $440,000 for parking garage elevators.
