Downtown Orlando Plan updated to include CRA expansion around Camping World Stadium

The City of Orlando has approved an amendment to the Downtown Outlook Plan (Website), and updated a long-standing redevelopment outline that was first adopted in 1982. That document has been amended multiple times over the past four decades, but the latest update, labeled by city staff as the 2026 DTOutlook Plan Amendment, includes the expansion of the Downtown CRA boundary to absorb roughly 47.15 acres of city-owned property near Camping World Stadium.

City Council adopted a resolution in early 2026, finding that “slum and blight conditions exist within the expansion area, based on a Finding of Necessity Report completed in December 2025.” That report identified issues including boarded-up buildings, deteriorated infrastructure, faulty lot layouts, and inadequate streets, parking, and transit facilities. Yet, the bulk of those properties in the expansion area are currently used as overflow parking lots and special event space for events like EDC Orlando.

According to city paperwork, the expanded CRA area is intended to support redevelopment around Camping World Stadium, a city-operated venue that has seen significant public investment in recent years – including the current $400 million renovation project that will run through 2027. While the stadium and Lake Lorna Doone Park have also undergone renovations, city officials say surrounding parcels and roadways continue to limit private investment and overall growth. Specific infrastructure priorities include intersection improvements at West Central Boulevard and North Tampa Avenue, where planned upgrades include new pedestrian signals and marked crosswalks at the complex five-way intersection.

Yet, although the CRA boundary is expanding, the city does not expect the new area to generate additional tax revenue. All parcels within the expansion area were acquired by the City of Orlando in 2025 and no longer carry taxable value, as of January 1, 2026. Notably, the expansion does not include any businesses that front West Church Street.
