Commissioner Rose files harassment complaint against Regina Hill; Hill claps back by showing up at City Council

Newly elected Commissioner Shaniqua “Shan” Rose has filed a police report accusing former commissioner Regina Hill of harassment, just days after a judge dismissed Hill’s lawsuit challenging the November election results.

On November 7, three days after Rose defeated Hill in the District 5 race, Rose went to Orlando Police Department headquarters and reported that Hill had been harassing her, records obtained by ClickOrlando show. According to the report, Rose said Hill had been following her, staring at her outside a city building, and driving by her home multiple times, causing unwanted stress in both her work and family life.

The allegations span March 2025 through the weeks after the election. Rose’s complaint was forwarded to the Orlando Police Department’s Violent Crimes Unit for further investigation, and the department has not publicly confirmed whether the probe remains active.

Hill, who is currently facing criminal charges including elderly exploitation and fraud related to an investigation from 2024, denies the harassment claims. In earlier media interviews, she accused Rose of abusing her power and casting Rose’s complaint as a political tactic, saying the accusations were an effort to have her jailed, claims Rose has rejected.

Hill’s challenge of the election results was one of several flashpoints in a long, turbulent public dispute between the two. Earlier coverage by Orlando Shine shared a confrontation between Hill and Rose in the weeks leading up to the vote on social media, with tensions erupting publicly as both campaigned vigorously for the seat.

Hill then appeared at City Council to share her frustrations with the allegations, and to ask the Mayor if she was under formal investigation. You can watch the incident below on a video provided by the City of Orlando.
