Winter Park launches first phase of Park Ave streetscape refresh

The City of Winter Park is moving forward with its big Park Avenue Refresh, a multi-year streetscape and infrastructure project focused on updating Park Avenue between Webster Avenue and Fairbanks Avenue. City officials say the goal is to modernize aging infrastructure while updating the avenue’s established character as Winter Park’s primary commercial and civic corridor. The last major restoration of Park Avenue took place between 1996 and 1999, and the current project is intended to address safety, accessibility, utilities, and long-term maintenance needs.

Phase 1 of the project started last night, on January 20, with air spading the tree wells at Swoope and Park Avenue. The project covers the segment of Park Avenue from Webster Avenue to Garfield Avenue. This phase is funded through $2.5 million in Community Redevelopment Agency funding approved in August 2025. Construction will focus on underground and structural work, including new electrical, low-voltage, fiber, and irrigation conduit, along with stormwater improvements and vault installations. Sidewalks, curbs, planter areas, and bulb-outs will be repaired or reconstructed as part of the surface work.

Streetscape enhancements planned for Phase 1 include new smart streetlight poles with integrated technology, updated trash and recycling receptacles, bollards, decorative planter pots, and new landscaping, including live oak trees and crape myrtles where feasible.

The Park Avenue Refresh is planned as a three-phase project, with Phase 2 extending from Garfield Avenue to New England Avenue in 2027 and Phase 3 continuing from New England Avenue to Fairbanks Avenue in 2028. Later phases will require additional coordination around Central Park, historic oak trees, and higher-density commercial areas.
