Orange County has named Jen Pennypacker (LinkedIn) as the administrator for its new Film Incentive Program, a five-year initiative backed by $25 million ($5 million per year) aimed at attracting film and television productions to the region.
Pennypacker brings 12 years of experience as Business Development Director for the Metro Orlando Film and Television Commission, where she worked on production recruitment and industry growth. She has also worked with Showtime Networks in Los Angeles and served as president of both Film Florida and Women in Film and Television, Florida.
The program was approved by the Orange County Board of County Commissioners on November 18, 2025, following recommendations from a Film Incentive Working Group of local industry experts who conducted a nationwide review of successful incentive models. Funding comes from two sources: the Tourist Development Tax for production incentives and the county’s General Fund for staff and administration.
Pennypacker will work alongside the Orlando Economic Partnership and the Orlando Film Office on permitting, site selection, and marketing to bring productions here.
